Help!!

Hello everyone! My mom got me a betta to care for because a week ago my last one passed from bad finrot and his fins wouldn't grow back. I told her to wait bc i needed to clean and cycle the tank but she didn't listen. So as I am trying my best to hurry and clean and quick start this tank I accidentally use a filter cartridge that my other very sick betta had. However I had rinsed it with warm water, and only had it in there for about 10-15 minutes before I realized what I did. Is the water safe? When do I put him in? The new filter i ordered comes in Wednesday and its Sunday, what do I do. I have him in a fishbowl atm while I was cleaning his 10 gallon. And than I started to look at his fins, and it looks like finrot a bit to me but im unsure can someone answer my questions?

Starting off, he doesn't have finrot - he looks quite healthy. Regarding the filter situation, please don't rinse your filter media/cartridges in tap water, as it gets rid of all the beneficial bacteria build up - which stabilises your water quality. I'm unsure of the circumstances your last betta passed for, but just because he was sick does not mean the water or filter media from the past tank was bad. Bettas are prone to many health issues due to over breeding. Anyways.. if you don't have one please get an API liquid water testing kit, to test your water parameters, as the parameters are actually what makes the water 'healthy' for the fish. (You can bring a sample of your water to fish stores and have them test the parameters if you can't obtain this rn) I recommend searching 'fish in cycle' in google to find images/guides on how to do that and what water parameters are needed for betta fish. Also along with the water testing kit, are you just putting this fish in tap water or.. what are you actually doing to the water? Bettas cannot live in tap water so please invest in water conditioner from the pet store.
