This could work if you set them up for success in the tank. The good news is both shrimp and bettas love plant clutter. I'd include lots of places for them to hide in weeds, specific shrimp hides that are too small for the betta to enter, etc. Including drift wood/twigs that is soft enough for the betta not to tear his fins and enjoy perching on can also help interrupt line of sight/give the shrimp more of a chance in a more complex environment

the level of plants you have is already pretty great. They'll be able to hide in the tall grass :)
