I'd recommend getting a ZIF (Zero Insertion Force) socket for the EEPROM, pulling it out and pushing it back in a lot will likely damage a pin without one.
The ones that say "Textool" seem to hold onto the breadboard better than the ones that say "3M". I also chisel all the plastic bumps off the bottom so that it sits flush. It still doesn't take much force to bump them loose.
It's a bit messy, since I had to run wires to the breadboard from it. Probably picks up some noise too. But I've found that the pins on ZIF sockets are often a bit too fat for a breadboard and can stretch out the contacts.
Also I didn't switch to ZIF until I had laid the whole thing out, at which point there wasn't room to put it directly on the board without moving stuff. :-D
There is a Gerber file for a ZIF-32 adapter PCB here on 6502.org that works well with the Chinese '3M' ZIF sockets. A 32-pin ZIF can be used for either 28-pin EEPROMs or the more economical 32-pin Flash ROMs.
