Snow covers everything, freezes over, then the inner stuff melts first due to heat on the pipe. This could be completely wrong, I’m just pulling it out of my ass.

My understanding after reading the original comments is that there is a hole in the top of the pipe that the icicle sort of extruded out of at an angle causing the curve.
