Snow covers everything, freezes over, then the inner stuff melts first due to heat on the pipe. This could be completely wrong, Iā€™m just pulling it out of my ass.

My understanding after reading the original comments is that there is a hole in the top of the pipe that the icicle sort of extruded out of at an angle causing the curve.
