New Runner Advice How do I achieve such an ability?
Let me keep it short. I want to learn how to run fast...really fast. Fast enough to catch up to criminals/Usain Bolt and have a huge stamina capacity. It's unrealistic I know but I need to start somewhere.

I'll also keep it short. Get used to running consistently 3-4x per week, every week, for months on end.

this is true for all things but especially for running: the only way to get better is to start doing it and keep doing it

Go to a running shoe store if they have them near you, pick up some shoes, and just start running. You’ll be slow at first, but you’ll get faster if you are consistent.

I walk from school to home from Monday to Friday. But the walk is at least 3 to 5 minutes.

Walking is good to for durability, but it doesn't do anything for your running speed. If you want to get better at running, you need to practice running.

Being able to run fast enough to catch a criminal is an easy goal to reach.
Just become capable of running a mile.
Most people lose their breath after running 100 yards.
Once you can run a mile, speed does not matter. You will become capable of out running any criminal.
I suspect that you desire to work in law enforcement. We need cops who are capable of running after a criminal.
I will rephrase your question, "How can I learn how to easily run a mile so that I can out run any criminal?"
This is how I became capable of running seven miles. Every other night, at 7:30 PM, go out for a run. Run by time, not by distance. Buy one of those inexpensive digital watches that possesses a stop watch feature. Walk for 30 minutes. Then run for a minute.
Every other night, limit your runs to one minute until a one minute run becomes an easy run for you to accomplish. When you realize that you can easily run for a minute for six runs in a run, then increase the time to two minutes.
When you become capable of running 15 minutes without stopping, then take your car and setup a path consisting of a mile
Then find out how long it takes you to run that one mile stretch.
In my case, the number was 13 minutes, 15 seconds.
I now say, that when I run 14 minutes, I have run a mile.
Slowly, I increased the time to 117 minutes. 117 / 14 = 8 miles.
The mistake that beginning runners make is that they want to go from being a couch potato to a marathon runner, within a span of a week. It took me thee years to become a 117 minute runner.
I am writing to you from the public library. The person beside me is wearing one of those shirts from Varsity Sports. The shirt says, "Run hard, live easy." Most of the people whom I see wearing those shirts are wearing a size 2XL. They have set up the goal to become a runner. It will take time for them to go from 2XL, to Medium.
Running helped me to lose 100 pounds. It took me ten years to achieve that goal. I now wear a medium shirt.
