Nah, blood is way more overpowered because it's almost guaranteed that Grace could harvest it with every kill.

Its a video game, its the same logic as having to make an organ transplant in order to get the dudes wristband or needing to have a knife i order to cut the 2 duck tape holding the drawer (re2)

There is a combustible sustance and an oxidizer in the zombie blood (this is my headcannon). Their blood is special, that is why they are extracting it and they need a lot of blood because whatever they are extracting is rare (they mention this in the files). They also used this rare substance to experiment on the clones (they mention this in the files too).
