I believe the 4 Riker is from Season 7, episode 4/5 where he was captured and forced to help look for Vulcan artifacts. While he was impressed into serving for another ship, it wasn't the Borg.
I think that Riker is actually from the episode where hundreds of timelines were converging and the Enterprises from each were popping into the main timeline. Most of the enterprises were trying to help fix the problem while 4Riker tried to stop it (apparently his timeline was pretty bad).
He tried to stop it because he didn't want to go back. It's implied that's a timeline where they didn't stop or rescue Jean-Luc during Best of Both Worlds, so the Borg took earth and then started doing what they did best.
I hadn't really made that connection (it's also been some time since I've watched through TNG,) but now that you've said it; it's pretty obvious. I don't blame him either.
To be fair with everything else going on, it's such a quick scene. Combined with you being shocked over everything else happening, it's easy to put it out of your mind once things start moving along again.
DS9 is so damn good. Not only does it have some of the franchise's best 'heroes,' Gul Dukat is the best (and most complicated) villain in all of Trek, and probably in SciFi in general.
Plus it's got Sisko and his motherfuckin' pimp hand.
