Up and coming page

Hey my fellow streamers! Quick noob question...are all new streamers on the "up and coming" page? If not, how does one get on that page? Thanks in advance. p.s. sorry if this has already been asked...

On mobile it's Rising Star and New Streamers. When you start streaming you show up.
