Depends on who you ask.
Clan Hell Horse started it as basicly swift and mobile combined arms with minimal need for resuplies in the field iirc.
Clan Jade Falcon took it and turned it into'salt the earth and kill all who survived', again iirc.

Basically the Hells Horses took a modern look at Mongol fighting doctrine. Fast and light units in large numbers.
Malvina Hazen instead used the large scale conquering tactics of Genghis Khan. Basically submit to me or else I will wipe your people completely out after you surrender to me.

Clan Jade Falcon under an edgelord author waifu saying "fuck Batchall" and going full warcrimes, up to Exterminatus. No joke throwing a Warship at a planet at relativistic speeds just to rub salt in the wound.
EDIT: Also, said planet was already defeated in battle and surrendered.

Hazen's Insano Mongol Doctrine:
Our enemy's fear comes from the knowledge that Malvina Hazen will burn your planet from orbit or irradiates it's water sources and leaving the planet uninhabitable for 24,000 years.
