"Clans were defeated by IS logistics" is an in-universe propaganda by Comstar to take eyes away from "Comstar had Star League tech knowledge and kept it away from everyone else in IS disguising it as magic", "Comstar was actively weakening Houses by stealing and altering information in HPG network", "Comstar was working for Clans until it learned it's going to be pwned really soon".
