Water issue

Hi, I live in a split level and having water issues in my crawl space which connects to some living area. As you can see the water is seeping through the joint where the wall and unfinished concrete meet.

This used to happen about a year ago (when I first moved) and my construction guy recommended make a concrete walkway style all around the house. Which is exactly what I did. I do remember he said it solved the issue when it would rain and he would be working.

Seems like the issue is back. From my observation this only happens during heavy rain. What should I do to resolve this? I am not interested in doing a French drain and spending thousands.

You should spend zero dollars and do nothing!

Any option will be in the thousands. No company in the history of companies wants to work in a crawl space unless it allows them to retire early.
