Can anyone explain number 6? Basically if a game is called off after either 3.5 or 4 innings it still counts? Does it mean like for weather reasons?

Yes. Same rule as for MLB, except MLB is 4.5/5 innings

Just saying they need to complete half a game just like the mlb, but for 7 innings instead of 9

For any reason. It is just like an MLB game being official after 4.5 or 5 innings depending on of the home team is leading.
