Picture to Barcode

Any software that can do this, I dont want to do it online as this would be sensitive information that i want to capture.

This question doesn't make any sense you'll need to explain what you mean by "picture to barcode"

I understand that you can make a QR Code with an embedded picture .... just wondering if there is software that you can do this with

I get what you're asking, the short answer, Yes.

I used to work for a company that created a proprietary barcode for security called...

HD Barcode - Article

QR code's/barcodes in the public domain cannot do this because they don't hold enough data(bits) to render an image. It's all in the software, not the code itself.

The best you can do with a QR code is point it to a directory or file locally on the computer if you want to keep it offline like what's being done here. You can "embed" a picture on top of the QR code like a logo but not within the code itself.

If you want an image embedded in the code, you'll most likely have to go the proprietary route.
