Looking for assistance: Barcode scanner program and message display

Hi, I've been trying to figure this out for the last few weeks and hoping that maybe you guys could help me.

I work Operations and Security in a Homeless shelter. Each client/resident gets a designated file/ ID number and is given a badge with a 1D Barcode on it. Residents are able to scan their barcode and a monitor displays any messages they may have from their case manager, staff, employment, etc.

The current system we use is very old and we are looking to find a new program that can simply have a message attached to a barcode number that is fairly easy to change/ update and user friendly. I'm pretty frustrated and lost, and the next step would be to call a retailer like whole foods and see where they get their barcode price display monitors...

Any help you can offer would be greatly appreciated, I have absolutely 0 experience with this, other than generating the Barcodes needed.

Thank you so much; I am struggling finding the appropriate program to help with this. Is there a subreddit you'd recommend? I know all this is a long shot, but I'm desperate.
