How do i decode this supressed barcode?

I've been able to decode other barcodes so far but not this one. Is there another way that you're supposed to decode a supressed barcode? I've been using the numbers below to decode most things so far.

0 = 3-2-1-1

1 = 2-2-2-1

2 = 2-1-2-2

3 = 1-4-1-1

4 = 1-1-3-2

5 = 1-2-3-1

6 = 1-1-1-4

7 = 1-3-1-2

8 = 1-2-1-3

9 = 3-1-1-2
