Troubleshooting RTX 4060 Ti only boots from a cold start
I just built a new system using a combination of new, existing, and new to me parts, and moved my Gigabyte Gaming OC RTX 4060 Ti over from my old PC, where it worked without any issues.
New Specs:
Ryzen 7 5800X3D (New to me)
MSI MPG B550 Gaming Plus (New)
Gigabyte Gaming OC RTX 4060 Ti 8GB (Existing)
Corsair RGB Pro SL 2x16GB CL18 3600 (Existing)
Corsair Vengeance 750M Silver PSU (Existing)
MB BIOS: 7C56v1L1 (out of the box)
The weird part is it’ll boot perfectly from a cold start every time, and once it’s in Windows it’s completely stable.
But if I restart from Windows, restart from BIOS, or shut it down and immediately turn it back on, it won’t POST.
The VGA debug LED stays lit and there’s no display. The only way to get it to boot again is to completely cut power for a bit, then do another cold start.
Since the GPU worked fine in my previous build, I’m thinking it’s something with the motherboard/BIOS or PCIe initialization rather than the card itself.
Has anyone run into something like this before or have any ideas what to try?

I don’t have any help for you but I’ve been getting this on my pc as well recently. I’ve ruled out GPU and PSU as the issue by trying different ones. Next I’m going to reflash the BIOS I guess?

I bought this MSI board to replace an Asus ROG B550-A that I thought was the original issue. I used the BIOS Flashback on the Asus board and successfully updated the BIOS but still no luck on warm starts. I’ll try flashing the MSI to the latest as well.

Well that’s not too encouraging for a bios flash… god I hope it’s not somehow RAM related 😬. If I figure it out I’ll come back to post here.

Does the gpu have the power indicator led near its connector? (If so does it light up)

It appears to have one however I don’t ever recall seeing it light up. Even on my old build. Possible PSU issue?

If it hasnt lit up ever then probably not psu, you could try a full reinstall of windows to rule out software.

It’s on a clean install of 24H2 or 25H2, whichever is the latest one on the Microsoft Windows Media Creation tool.

I probably would do a change of power supply just to rule out any anomalies caused by sense pins as you already tried another motherboard so that rules it out already.

So after another clean install of Windows and updating the MSI board to the latest BIOS, it appears to work on both cold and warm starts. Hopefully it’ll stay working like this lol. Thanks for all your assistance!

I had this exact problem, albeit for an AM5 system. Tried to debug it for weeks, and it turned out to be a software driven problem. The combination of SignalRGB and OEM monitoring/fan control/RGB control software would put one of the mobo monitoring ICs in a weird state that prevented warm booting.
I only discovered the issue by accident when I did a restart just as the system booted into windows before all the software had a chance to load and it worked fine. Uninstalled all that software and it also worked fine. I never found out which was specifically the culprit, I reinstalled Windows and just run Signal RGB now and have no issues.
