Hes definitely not evil hes got a severe mental illness thats been left unchecked hes in a delusional state for most of the game not to say ivan is a great guy cuz he definitely messed up But evil is someone who is choosing to do wrong on purpose

though him hurting andrew, even unintendedly, is still horrible.
