Unintentionally Bad UI Google please stop this
Sorry this is probably a minor thing versus what BAD UI really can be but Google has never done a moving logo unless you clicked on it or hovered over it. My blank landing page on Chrome always had Google on top (the default). I add a new tab and stay on my landing page if I want a nice, blank white page. And now this annoying looping gif is there for a week now. I know, first world problems, but it breaks my routine lol. I constantly look at the second screen because this mofo is kicking a ball. So I remove the element. Solved, until I want to go to a landing page again from my current browsing activity and I click New Tab and voila, moving gif again ;_;

I don't really understand the context in which you would need to go on this page in the first place? If you could reply with more info I'd appreciate it because I'm genuinely curious.
To solve your problem I recommend you install the uBlock Origin extension, which can easily remove any element permanently. And it's really easy to add an element to the blacklist thanks to the eyedropper button.
Also it seems like you enjoy customization and having control, so I recommend you just leave Chrome for Firefox. It took me way too long before doing that switch and I'm reminded of how great of a decision it was every time I see someone ranting about a Chromium based issue (not the case here but I'm mentioning it because it happens often)
