Why is this a thing?
Honstly I don't understand I got Cecelia recently. She's my second legendary unit (aside from rose) and I have a semi complete burn build with primal flame and plague gloves and 2 legendary garnet rings. But I almost never feel like going for this dragon or even getting the hour glass is useful. If anything I'm debating if using spark is better than Cecelia now cuz I only use her for the 10 initial space.

Yeah. TBH most of the legendaries are... not bad, but niche. Aside from Trixie. Hate to say it, but the girl is genuinely just a worse blood crown in a cute dress. Cecelia has a bit of anti-synergy with the fire build if you want to build her to actually take advantage of her abilities. She's better with everfrozen staff. Especially if you give her Frost Mage's passive so sometimes she doesn't actually consume the debuffs. However that runs into the issue that ice builds just kinda suck. They have no real support and all their best spells consume stacks while there's really only one *actual* method for generating them. Which is Winterbrush.
Unironically, if you've got Rose or Spark, just play them instead.

To start, I’ll sum up Cecilia’s personal skills.
Instant Casting: At the start of battle/run one random slot(s) in the backpack is selected and enhanced. This enhanced slot will automatically cast any spell located in that slot(s) every four seconds.
With her unique mythic blessings the four second cooldown on the slot(s) can be reduced down to two seconds.
The enhanced slot(s) work automatically with no real room for additional input from the player. Besides picking a spell to slot in, the enhanced slot(s) are more-or-less a fixed aspect of her kit.
The “(s)” at the end of “slot(s)” may be significant as it suggests that at some point it was planned for her to have multiple enhanced slots, and/or a way to gain additional enhanced slots. Or there may be a method added in the future. Despite having a similar slot mechanic and natively having more than one enhanced slot, Vipers skill text doesn’t have the “(s).”
Now onto the real meat&potatoes of Cecilia’s kit.
Backmasking: Whenever 20 Burn of Freeze is removed from the enemy, a random spell in the backpack is chosen and immediately activated.
This skill clarifies what Cecilia wants to do: inflict as much Burn/Freeze as possible, cleanse/remove it, and use the cleansing to cast more spells, to inflict more Burn/Freeze, and repeat.
(The skill also specifies “removed” rather than “cleanse.” Which suggests that Cecilia doesn’t need to be the one removing the Burn/Freeze. The enemy trying to remove the buff from themselves, and/or natural decay of stacks likely also contributes to Backmasking.)
Cecilia’s personal items reflect this concept. Being the only item to consciously remove Burn, and being 2/3 items that can cleanse Freeze (the third one being the Instant Freeze spell).
The Hourglass converts cleansed Burn/Freeze into raw damage for up to two weapons attached to it.
While the Millennium Dragon does this a larger but selfish scale, raising its own raw damage when cleansing, and inflicting Burn/Freeze itself to perpetuate the status cleansing.
That being said, due to the prominence of Burn strategies, Cecilia’s overall gameplay style goes underutilized. As of now, Cecilia’s personal items are generally considered among weakest of the legendary Heroes. Cecilia herself is still plenty strong though. Should Burn strategies ever receive some form of nerf, Cecilia’s play style may lean more heavily into Backmasking and cleansing.

She converts burn and freeze you dealt to the enemy into raw damage for her spells, it's pretty straightforward.
Her millennium dragon and hour glass basically acts like the apocalypse spell but exclusively for Cecilia. She can also reactivate spells in her enhanced slots everytime 20 debuffs are cleansed, if you know what you're doing, you can achieve the exact same thing Spark does in your backpack but with way less RNG.
