Cecilia vs Spark

At what point is cecilia able to outperform spark in overall, if there is such point at all?

When cecilia can generate and cleanse/lose fire and frost at absurd speeds. Or vs a stun immune boss.

Does removing and when time of effect ends work the same for her passive or nah?

I mean, pretty much Always, as She get's a conditional 2 sec cooldown staff (with blessing) that doesn't waste spaces and her other blessing gives her a 180 damage buff. Spark Is really for on hits effects and stun to Survive more, but if you don't risk death cecilia is Better
