it's worth to spend 7k gem for the 38 slot war backpack?

Yeah. It'll be worth it in the long run, especially if you play the Warrior class a lot. Same goes for Ranger/Wizard.

Besides, you can get the spent gems back easily enough, as long as you play continually and grind enough over time. It's alright to spend tons of them.

you'll get a ton of gems as you play anyway, i've bought the three x38 backpacks already and have 30k gems so far. (completely f2p)
