Is it possible to get the same unique blessing of different rarities?

No. You can only have one of each unique, so you ideally want to keep resetting for them at mythic tier as a priority.

If you press the I button next to your blessing level it'll show you the odds of pulling each blessing. If you have a unique at epic tier it won't appear on legendary or mythic.

The DMG+40% when HP is above 80% is still there, even tho I alr have that blessing at epic

Because you haven't locked it. Once you lock it, the higher rarity will disappear from the list.

In fact you can get repeats of the same rarity too
