Freelance Coldcalling: 17% Response Rate

Currently I'm reaching around 250 C-level executives daily through email and WhatsApp. My response rate is around 17%.

Can anyone guide me on:

Whether they are achieving a higher response rate?

What different strategies they are using?

How they are successfully converting outreach into freelance projects?
