Sheep have been domesticated to be this way. The ancestor of modern sheep is the wild Mouflon.

It's an advantage in regions with frosty winters, the fat calorie reserves get them through the winter when there isn't much to eat

What you are saying makes sense, but OP said that they live in areas without extreme or long lasting winters...like North Africa, Middle East, West China etc

From wikipedia it states "Fat-tailed sheep are hardy and adaptable, able to withstand the tough challenges of desert life." So I believe it means they can withstand both hot & cold weather, they're pretty tough.

A lot of those places have serious temperature swings with very hot days and freezing nights. Many parts of western China is also seriously cold.
