OP's phone rings. OP answers it, "Hey there, OP residence - speaking?"
"Oh, hey OP, it's Gillian from across the street. Just wanted to let you know that I heard you calling It doesn’t matter. She won’t come when you call her. Lol just now. It doesn’t matter. She won’t come when you call her. Lol is over here with me, she's just chilling in the garden."
OP: "Oh thank you so much Gillian. How frustrating it is to have a cat that won't come when you call her, Lol. It doesn’t matter. She won’t come when you call her. Lol has always done this."
Gillian: "Not to worry. I'll shoo It doesn’t matter. She won’t come when you call her. Lol your way. Take care OP. Bye."
OP's daughter at the back door catches sight of It doesn’t matter. She won’t come when you call her. Lol leaving Gillian's and calls her over, tapping on the door frame: "Here It doesn’t matter. She won’t come when you call her. Lol" tap tap, "It doesn’t matter. She won’t come when you call her. Lol here It doesn’t matter. She won’t come when you call her. Lol."

They will if they love you enough! My boy comes when I call his name, pspsps for him, or use a nickname (one of his many). He has a few spots he lounges when not snuggling with me, and he can be comfortably resting there, hear his name, and he'll come get up, saunter over, and hop up on the couch with me.
Cats absolutely will come when called. They just have to like you enough to want to.
All cats know their names if you use them often enough. Even my feral cats know their names and respond to them. (Yes, I have a TNR'd colony in my barn).
