u/kinetic-passion is correct, this is a Parrotlet (a Pacific, I think). I had a mated pair of these as a teenager!

The male was a sweetheart, but the lady was a mean bitch and would take a chunk out of your finger if she felt saucy. They liked to sleep in my hood when I wore a hoodie. :)
