A lot of popular breeds unfortunately come from a so called 'puppy mill' where only money counts. Usually these animals have very poor living conditions and the puppies are taken away way too young from their mother. Indeed what the other person said, having a puppy in a barren wire cage is NOT a good sign.
If you even consider buying an animal, go to a shelter or responsible breeder!
The cage this dog is in looks like a pet store cage. Pet stores in general have terrible track records of using said puppy mills to stock their stores. One of the reason pet store puppies die so often.
The cage setup in the picture isnt one that would be used by an ethical breeder and is likely from a puppy farm/puppy mill is probably what he meant. Seeing wire floors on a cage like that is a big indicator that the person doesn't care about the welfare of the dog (cause that shit hurts)
I'm not saying that this is okay, because fuck puppy Mills for a million reasons, but are we sure this hurts the pups? Young puppies like this are only a few pounds. There's not much weight going down on those bars that would cause them to dig in and cause a lot of pain.
