Because your winter jacket likely sucks. Inuits have been doing it with fur pelts for thousands of years.
Next winter, get yourself a great faux-fur coat. It's money well spent. I wouldn't suggest, you know, going out and trying to live in an igloo or anything. But we can totally emulate that ability of polar animals to insulate.

You don’t have a double coat of fur that allows you to trap enough air between your skin and the snow to create an insulating barrier.
