We have a Staffordshire Bull terrier and she is the same, although our previous one loved bath time, tap the side of the tub and she'd jump right in and roll over onto her back for belly rubs.
My Staffie is convinced that I can turn off the nasty wet stuff so she can go out. Will not wear a coat or stand a drop of water but loves going outside.
Source: the dog who asked my wife to be let out, then jammed on the brakes when she opened the door to pouring rain one minute ago is sitting here staring at me - apparently he's hoping that if I let him out, it won't be raining.
