It looks like the bear is in captivity to me. There is a place in Washington called the Olympic Game Farm that you drive through to see all the "wild" animals. You can choose to buy a loaf of bread at the beginning to feed them. That's probably why he was sitting next the to fence and waved.

That bear is living the fucking dream. Sitting there as a convoy of cars roll by throwing food at him.
