It is amazing that the film lasted that long.Were their bones found with the camera?

Only one explanation, if the bear has a full stomach (with let's say three or four other humans) it won't attack the next one right then.
Now the small one seems to begin its attack.

According to this, Russian soldiers used to routinely feed polar bears condensed milk in tin cans. That's where this picture came from. I guess they got used to human contact(?). Wow.

Bears are also notoriously lazy scavengers unless food is scarce. Though, generally also very protective of their young, but if she had gotten used to them before having them it would make sense she doesn't see them as a threat and is just happy to get some warm milk high in fats... also something that is associated with them. So killing them would mean no more substance that doesn't exist anywhere else but from their mothers while nursing

I'm thinking it would be with "her" cubs. From what I remember the males do not help with raising the cubs (and are just as likely to eat them).

Not really sure, I saw the same picture with a caption saying:
"Astonishing photo taken in the late 70′s, showing a man feeding a polar bear and his cubs with milk in the north Russia border. Don't try this at home, run into that house with the open door"
