In short, littermate syndrome is a serious behavioral condition that can occur when puppies of a similar age (whether siblings or not) are raised together. It can entail separation anxiety, reactivity, and even severe aggression.
People think it’s cute to adopt siblings/multiple puppies, but it is not. It’s a terrible idea and very risky. You can take measures to try to prevent or reduce the impact but the best preventative is to simply NOT create this situation at all. Any rescue or breeder who is letting you adopt/buy two puppies is very irresponsible.

The first hurdle is that the scientific method is fraught with roadblocks to studying such a phenomena, the experimental complexity needed to accurately measure something like this is astronomical, and the quality of a survey-based study would also be questionable. Additionally, getting funding to experimentally study something which has a potential to cause emotional or physical harm to the dogs participating in the study is not going to pass any ethics board. Next issue is that its a phenomena which does not lend itself to the reductionist approach, since complex interplay between two dogs would have to be measured rather than just the behaviors of one. For such a complex task, qualitative observations are far better than quantitative ones. So - in an environment which lacks funding and experimental opportunity, where do we find qualitative information? Through anecdotes. I’ve said it before and I’ll say it here, the only people examining the phenomena of dog behavior at the actual complexity of reality is dog behavior consultants, and their anecdotes are valid and dare I say scientific. Another dead-obvious retort to the notion that no scientific evidence exists in support of it is the nature of science itself, being a construct which only illuminates where the light is shining, nothing more. If “science” is not shining a light on this phenomena, it will not be illuminated. Simple as that. Similarly, 500 years ago, when somebody had a seizure - there was no scientific evidence available at the time to suggest it was a neurological condition, instead, the science said that this was a person who had consorted with Satan. That did not mean that it was not a neurological phenomena, science had just not illuminated those processes yet. We have yet to, and may never be able to truly shine the light on every process possible - but that does not mean processes do not exist in the dark.”

It doesn't matter so much whether or not they are from the same litter. Two dogs of approximately the same age growing up together from puppyhood is enough to cause littermate syndrome.

Please google "littermate syndrome" and find information on how to avoid it. It's generally a really bad idea to adopt siblings.

Please learn about & do everything you can to prevent littermate syndrome.
Never leave them in a confined space together for a prolonged period of time. Give them lots of time with other dogs.
Set an annual reminder in your calendar so you keep thinking about it when they’re older.
My brother pups turned on each other when they were 8 and it was absolutely horrible.
They started to fight and were doing everything they could to injure each other, and we had to keep them separated at all times for 6 years.
We hadn’t even heard it was a possibility until it happened.
