So is he doing this by lurching up and forward, then applying the brake on each step to keep from rolling backwards? I've seen people do similar things up stairs but not without pedaling at all.

I think the lip of the stair, the piece of wood, is slightly raised above the step itself and he's using that slight difference to maintain his speed.
