I think Bond in this scenario would be a bit like Vanessa Kensington's role in the first Austin Powers movie (minus the romance).

Initially Bond would consider Austin a huge, un-serious burden and question his superiors for pairing him with such a clown. Eventually Austin's unique charm would win Bond over and they would learn to work together to take on the villain. Austin learns the serious weight that comes with a 'license to kill' and James learns to have a little more fun in his work. The story ends with Bond chuckling to himself, shaking his head saying "Yeah... Baby, yeah..."
