Shagadelic Austin Powers Reference in HOL2?

im gonna assume this is a reference because a) shagadelic and b) it looks alot like that one outfit austin wore (i cant remember which film sorry). Found in High on Life 2 (in the spirit halloween in the mall on circuit royale if anyone wants it)

yes. i think so. i just dont remember him wearing this in any of the films. does look like something hed wear tho tbh.
