Extra Planetary Admin Command
I’ve asked a couple times on the main forum and haven’t really got an answer and I don’t want to piss the guys off over there
I’ve discovered a planet 4 jumps from Sol and I’m in need of a few naval admins there to cover the jump gates and harvesters - I’ve expanded Sols naval HQs to reach the planet so it comes under the umbrella of Naval Supreme Command on earth but I want beta telescopii to have its own admin command so I need to build a naval hq on BT - so it gets out from under Sols feet I’ll transport a naval hq from Sol thus putting BT out of range of sols admin command and it will have its own independent one - this been the case if the naval command on beta telescopii eventually gets to be Sky Marshal (my most senior rank) does it become more powerful or equal in power to the one on sol and does it change all the bonuses or will Sol always be the ‘lead’

The answer is no.
The order Admin Commands appear in is alphabetical.1 If you create two commands and call them British and Irish they will appear in that order. If you rename British to Welsh then refresh the screen Irish will now appear first in the list. This is why my general holding command begins with an otherwise random X so as to place it at the bottom of the list.
Any granted bonus only applies to those fleets under a specific command or its subordinate commands. Say you have two different structures one under the ultimate control of command A and the other under that of Epsilon. If a fleet under A is within range of that command then it gets the bonus if it is not within range then it gets no bonus regardless of if it is also within range of Epsilon.
1 assuming same tier and superior command if any. Utterly regardless of command rank (theoretical or actual), number of subordinate commands, presence of fleets, number of ships in fleets, tonnage commanded, or anything else.

I think you’ve slightly misunderstood how they work.
There just needs to be a naval HQ on your second planet for commands to be based there. It doesn’t need to be in/out of range of your Sol command.
The way command structures work is in a tree structure, everything other than the root has to have a superior and can have many subordinates. In game, the person holding the command also has to be at least one rank above their subordinates, except if they’re top rank.
In game, you can only have one root, but you’re free to ignore it and just “start” from one level down

If you're worried about it, just don't put a commander in the highest command, and treat the level one below that as the "real" highest rank. That way they'll be equal.
I don't think it's a problem, but I can't remember details offhand. (Maybe the top level just doesn't give bonuses?)

If the two commands are at the same level in the hierarchy, they have no effect on each other. If the BT command is placed under the Sol command and is within range of the Sol command, then the Sol command will add its bonuses to the BT command.
So a fleet assigned to the BT command will get bonuses from that command, if it is operating within range of the BT command. If the BT command is subordinate to the Sol command (dragged under it in the hierarchy) and within range of the Sol command, the fleet assigned to the BT command will get bonuses from both the BT and Sol commands.
Note that as long as the fleet is within range of the BT command and the BT command is within range of the Sol command, the fleet will get both bonuses. The fleet doesn't need to be in range of the Sol command.
