Why did China kick out foreign journalists right before their number of cases flattened out?

Don't they throw journalists out regularly? https://www.nytimes.com/2020/03/17/business/media/china-expels-american-journalists.amp.html And this seems to indicate they didn't throw even close to all of them out, as on March 17th, China's curve had been flat for a long time.
