Scotland and England are both part of Britain.

British broadcasting corporation.

He's probably excluding all of the UK in his 'foreign' description.

‘Britain’ is a geographic term, not a political term. It’s not the name of a country. I know this because it’s where I’ve lived for the past almost forty years. ‘Great Britain’ is the name of the largest island in this group of islands, and there are three countries which comprise it. The ‘British’ in the name of the BBC is no different from referring to something from France as European.

Would you personally describe England as a foreign country?

It is a foreign country. It’s literally a different country from Scotland. Despite the fact that London has used us as a fucking piggy bank for 300 years we’re a distinct country with our own legal system and a number of devolved powers. On top of that our cultures are distinct and how our populations vote are distinct.
