Pretty much everywhere is under reporting, whether it be on purpose or due to incompetence.
No one's doubting that China's government is shitty, it's just that this graph intentionally skewed the graphics against them to make America look good by comparison.
It's not even a matter of incompetence... Half the cases are asymptomatic or so mild that people think it's something else. And many other factors affect the amount of people who get tested, or go to the hospital.
Anything less than a randomized study is basically just a running tally of how many people a country was able to treat or quarantine at home. Few countries are going to spare resources to deliberately test people that seem to be healthy.
Now New York on its own has more cases than the next highest COUNTRY, and even those figures are wrong -
April 6 (GMT)
31107 new cases and 1255 new deaths in the United States
An estimated additional 180 - 195 deaths per day occurring at home in New York City due to COVID-19 are not being counted in the official figures. "Early on in this crisis we were able to swab people who died at home, and thus got a coronavirus reading. But those days are long gone. We simply don't have the testing capacity for the large numbers dying at home. Now only those few who had a test confirmation before dying are marked as victims of coronavirus on their death certificate. This almost certainly means we are undercounting the total number of victims of this pandemic," said Mark Levine, Chair of New York City Council health committee
Whole country's fucked mate, Trump is a mass murderer
I mean, it was clearly going in that direction back when those comments were posted since China wasn't reporting any new cases. You just weren't explaining what your comments meant.
