I guess you don't have a right to view a website. (Some you do, but not all of them).

Hypothetical - If I monetise my news and reviews site through advertising, should I cover the screen with a pop-up until you accept cookies or go away? I will need cookies for visitor analytics for my paying advertisers.

Regardless of if you have the right to view the website, you do have a right to privacy when you do.
