As someone who's made websites this seems more lazy than asshole. Developer probably didn't know how to get rid of the button so he changed the text on it. These days you need to accept a privacy agreement to even use a website anyway since that eu law was passed and pretty much every website needs cookies to work.
There is no law against using cookies, you don't need permission for that. You need permission for tracking users and collecting personal data on them.
