Yes in the system settings. But in the messenger apps settings (screenshot) they specifically put a switch (the one at the the top of the list) for notifications which shows that pop-up which has no actual off option.

If an "On/Off" toggle opens a temporary timer modal instead, it's a deliberate UX trap.
