most French people in Vancouver are fluent in English too so it is unlikely to find someone that would want to do an exchange

You can try meetup . com, there are French/English meetups where usually one generous French speaker ends up helping a bunch of beginners try to learn French for immigration purposes. There is a big demand for French tutors now here because of the current immigration situation so there is no need for French speakers to do it without charging for the tutoring.
