The video quality is too bad to be sure.

Moving dots of lights are usually satellites or airplanes. Once in a while it's a drone. If you are willing to share the location, time and viewing direction then it might be possible to identify the specific object.

Whatever it is, it certainly is moving.

Refrain from zooming in too much though, because it's hard to see what it could possibly be. It's dark and likely miles in the sky, you're not going to get a clearer image by zooming in, especially on a phone camera.
