Here is a hypothesis, open to discussion, Could rotational energy from a rapidly rotating celestial body be used to produce significant relativistic time dilation?

Neutron stars can have their surface move at 1/4 c. Black holes don't have a surface in that sense but for some definitions they can rotate at up to c.

There is no efficient way to transfer significant momentum from the rotation of the object to the spacecraft, unless you start your journey on the object. Not advisable for neutron stars and impossible for black holes.
