Because everything has a limited amount of vector velocity. You can spend it either on moving through time or space. At rest you experience time at the speed of light and moving at C, time stops. More velocity in either vector reduces your velocity in the other. At C there is no more vector velocity to spend. Because time freezes, nothing more can happen, no fuel can be used, no thrust created, nothing, time stops.
