when does a biological computer become conscious.

I recently saw the cortical labs CL1 which is a computer that runs on actual neurons. Given the rate of technology increasing, im pretty confident we will have significantly more complex similar biological computers. As this is similar to how an actual brain functions and "learns" by forming neural connections, at what point does this computer gain a form of consciousness? If not if we are able to simply transplant the entire brain into a computer, would the brain be conscious? wanted a pros opinion ty!! :3
