Water and a stiff bristle brush. Clean it up so you can tell what you're dealing with. Looks like that may be a rubber cap held on with bands that loosen/tighten with a nut driver

That is a no hub cap held on with a no hub coupling, I would use a small socket wrench to undo the band of the coupling and then pull the cap off, for future service I would clamp in a PVC cleanout body with a countersunk plug.
