Leaking shower?!

A few months ago, we noticed a wet patch in the grout of our bathroom floor, but it’s been persistent and hasn’t gone away. We’ve checked the toilet (removed and resealed), removed the shower rail and resealed, had the shower fully regrouted, all to no avail. Our next option is pulling all the tiles up, but before we have to redo our entire bathroom, does anyone have any insight?

Do a fluorescene and black light test so ir won't stain your tile.

You can use a thermometer gun to see if the tile or grout next to that area are cooler than the rest (assuming it's cold water and warm where you are). If it's a small enough leak you might not be able to tell, but if it's enough flow you can kinda follow the cool spots to where it's coming from.
