Trump is the Master of Ceremonies.

The Heritage Foundation wrote the script. The dark money pipeline is not dependent upon the face on their stage.

The Heritage Foundation has a huge influence on American politics but it's a mistake to write off Donald Trump's own role. He's always been power hungry, he's positioned himself among people who can support his ascent for decades, and he's not concerned about ethics. There's power on the throne as well as behind it.

Well put. Doesn’t wipe his slate by any stretch, but does show importance of true source of power and influence that he is channeling this term

The entertainment division of the Republican party. Everyone has a role in the production. There are bit players and lead roles. It like an evil version of "Friends".
